Ethical decisions

Are ethical decisions possible when your basic needs are not met?

Now a days, some people state that ethical desicions can not be possible if the basic needs of a person are not met. But is this actually prooved?
On the one hand, part of the population think that without basic needs people can't take an ethical decision, this is true, because some people, as in the movie "Slumdog Millionare" we saw in class, Salim and Jamal, who are brothers, are born without basic needs like a family or education. They are supose to take ethical desicions, but as a cosequence of this lack of basic needs both do not follow laws or rules imposed to them. Many people arround the world go trough the same situation.
On the other hand, some people are born without basic needs but they can make ethical desicions and to satisfy their basic needs they go to work but even if they do not do that they respect the law. But there are some people people that have their basic needs as a concecuence of an ilegal activity such as murderer to get money (Salim in the movie)
As a conclusion, it doesnt depend on their basic needs or economy, it depends on the person and the choises that person does.
